Have Ukraine government come to he United States and ask for a vote to become a sovereign territory of the United States

The United States Constitution states that a sovereign territory or annexed territory can come to the United States and ask for a vote to in congress to become a state or territory of the United States of America by doing so Ukraine would become part of the United States like Alaska when we bought them from Russia and they became a state in 1959.
