The inability to speak or understand English (whatever the reason might be) should not prevent a family from receiving emergency information, particularly when that information may save their lives or otherwise help prevent them from falling victim to whatever event or situation is affecting them.
More and more people in America speak Spanish as well as English, or speak Spanish either predominantly or exclusively, yet severe weather and other emergency notifications sent via NOAA Weather Alert Radios are broadcast only in English except in certain parts of the country.
Look at it this way: If you walked past a group of children on the sidewalk, heard them speaking Spanish, and then saw one of them about to dart into heavy traffic, wouldn't you try to warn them - regardless of language?
