Add an amendment to the United States Constitution requiring a yearly balanced budget. Only in a DECLARED war by Congress or by a 2/3 approval vote by both houses of Congress may deficit spending take place. This voting would have to take place every fiscal year in order to continue defcit spending. Reasonable efforts will be made using a neutral third party to establish realistic sending guidelines for the coming fiscal year by using past economic data for future budget projections. If available, All surplus money remaining at the end of the U.S. fical year will be used to pay down the national debt. This amendment is nessecary In order to avoid the probable economic collapse of the U. S. Government
