Establishes a "checks and balances" protocol for health care workers and providers by requiring outside healthcare agencies and/or contracted workers to sign confidentiality statements in order to "audit" computer files against hard copied files to be sure that there is absolutely no criminal activity. There is only one reason that is acceptable for breaking confidentiality: criminal activity.

Also, health care workers, such as records managers who handle confidential information should be transparent. Intensive criminal investigations of their personal lives, clubs, activities they support, and people they see socially should also be investigated. It is in the public's interest to know that the people who hold these positions will not abuse their position for personal means.
