Heavily sanction officers for use of lethal force as follows:

- Officers firing upon unarmed, non-violent criminals shall be arrested and prosecuted for those crimes on the scene, mandatory no-bail, and argue their case in a courtroom with a jury of citizens. Leaving the scene or failure to abide should have rights-forfeiting sanctions.

- Officers firing upon armed, non-violent or violent criminals, who are armed with a close-range weapon or weapons without projectiles (including knives), should be targeted from the waist down if their distance is more than 10 feet from the officer, and fired upon no more than three total times without a pause, and not more than once without a pause in fire after the subject or subjects have been visibly engaged and physically injured from the projectile
