Heavily tax sales of ammunition, require certification & make violation of ammunition ownership rules a federal offense

Severely limit ownership of ammo. This does not impact wording present in the 2nd Amendment & doesn’t restrict gun ownership. Guns are not dangerous - and are simple machines. Ammo is what makes them dangerous. Thus, we should restrict ammo.

How:
- Ammunition should never be sold by anybody who sells weapons.
- Gun owners who wish to buy ammo should be required to register/pass a challenging and incredibly informative certification course modeled on military/police training. The course should be interesting enough to be sought-after.
- Ammo should be heavily taxed - proceeds pay for the certification program.
- Violation of ammo ownership/usage laws are federal offenses & come with strict sentences and heavy fines.
