Heavy populated areas to cut down on light pollution by turning off street and exterior building lights

Light pollution in heavy populated areas prevents the people who live in those areas from viewing the natural night time sky, and star gazing. I propose that that heavy populated areas turn off street and exterior building lights at certain times so those who wish to gaze at the night time sky can do so without interference from artificial light sources. This will also help cut the cost of energy use as well as help combat climate change. Those who wish to enjoy the night time sky with their eyes or telescopes would be able to do so without having to travel to rural areas that could be far away from them also.
