help!! a 73 years old man who's human rights are heavily infrigned need your help

Dear Sir or Madam,
A 70 years old man from Gaoyang,Hebei has appealed to the higher authorities for help more than 15 years in order to protect his legal rights although sickness has fastened upon him.His name is Qi Liang.
The fact is that Qi's Mill was prosecuted due to liablility in 1998. People's court of Gaoyang County sealed up the machine and workshop. Because Qi was in a difficult financial condition at that time and can not pay the debt. So the court decide to sell Qi's capital assets.Then problem occurred.
The court do not sell the workshop and machine,but finally they sold Qi's orchard without leagal procedure to Jin Shuangyi whose sisiter worked in Gaoyang court.
They even forge the signature of Qi and the workshop and machine are still porsecuted now.
