Create incentive for banks that extends HARP for underwater home owner that are not financed by Fanny Mae and Freddie. Banks borrow from the Treasury money at 0% but refuse to spread that advantage to the middle class by refinancing mortgages in good standing. Please help, the middle class is breaking under weight of so much debt.
