Business should be given a dollar for dollar TAX CREDIT for every NEW dollar they spend on wages and salaries OVER payroll costs in 2011. This is for NEW JOBS ADDED ONLY.

A tax credit, rather than a deduction, means that businesses can deduct the ENTIRE amount of wages and salaries for new hires.

The tax credit should be limited to salaries and wages paid to employees that make less than $100,000 per year - this eliminates hiring new bloated, failing CEOS.

Businesses WILL NOT ADD NEW JOBS when they can get by with fewer people, BUT if businesses can hire extra people with the money they would simply pay in taxes - THEY WILL HIRE AS MANY AS THEY CAN!
