Help change the laws for Rape, there should not be a second time offender. Rapist CANNOT be rehabilitated! Please help.

I believe that the Government has power and can move things through the White House so fast that medical marijuana is just breezing through the system like wild fire, But why aren't RAPE LAWS being changed and why aren't Humans and children, even babies MORE IMPORTANT than marijuana?!
