IN 2011, Congress passed the Budget Control Act of 2011, and in that, allowed a consideration for a Balanced Budget Amendment. This, although, failed. The reintroduction of a Balanced-Budget Amendment must be proposed and voted on, and be passed, in order to help solve problems with the Deficit, and help balance the amount of money the government spends, to how much the government earns.
