Help the disabled people get discounts on the Electric Bill during the Winter and Summer months

We the disabled people need help with our electric bills. Our electric company's are charging very high electric rates. Halifax EMC is my electric company and they charge $26.00 a month just for the Electric Meter they provide. They don't offer any kind of discount to the disabled that are on a limited income month to month. It is hard to pay Electric bills way over $200.00 a month. People on SSI or SSD can not afford Electric Bills like this all the time and afford to be able to provide for themselves or even there family.
