Effectively eliminate the filibuster as a U.S. Senate strategy for legislative delay and obstructionism. Nullify filibusters after 48-72 hours, and prevent their extension or reappearance in slightly altered form. Rather than allowing filibustering Senators to continue disrupting the affairs of government, simply render their dissenting position irrelevant. For example, if five (5) Senators filibuster against a piece of legislation or an appointment, they have 48-72 hours to demonstrate the merits of their argument. Upon failing to accomplish that goal, they either abandon the filibuster, or abstain from voting for against the issue.
