Currently, house districts are so gerrymandered that often over 95% of congresspeople are assured re-election. That's not voters choosing their representatives, it's politicians choosing their voters. And even with a well-intentioned nonpartisan districting, too many voters are assured of losing, having nobody in congress who truly represents them.
Proportional representation (PR) could fix this problem. Modern PR systems could give each person a local representative who they'd supported, and ensure that each party got their fair share of seats.
Submit a bill to overturn the 1967 Public Law 90-196, a fly-by-night law which gave citizenship to one man and, as an anonymous amendment, prevents states from trying PR.
