this is a petition to make non payment of child support a criminal act. It is unfair that offenders walk free without fear while children suffer. as it stands now it is a state civil arrest therefore since it is not uniform across state lines it is almost impossible to enforce. When an offender is pulled over or arrested the civil warrant does not appear whereas if it were made a criminal offense in states like Connecticut it would be easier to apprehend offenders.
