1. Shut down all puppy mills. They contribute to overpopulation and euthanasia in shelters and cost the taxpayers lot of money
2. Do not allow dogs or cats to be sold in pet stores, online or in the newspaper
3. No or low cost spay and neutering
4. Use rescue or shelter
