Help purpose and ratify a 28th amendment giving all states the right to secede.

Currently no state, not even the Lone Star State, has the legal ability to secede peacefully. It is every humans right to decide who will govern them. Even though serious thoughts on secession by a majority of any state's population have yet to arise. The right to secede should be granted legally to avoid punishment by the federal government if and when a state decides seceding is in it's best interests.
