Help single parents enforce child support orders and lower need for public assistance

I am a single mother of 2 younger children. My ex spouse owes back child support. He has moved state to state to avoid prosecution. As this process goes on I have learned that states are not connected and it's very hard for our states to enforce a order of support due to state to state differences. I work 50 hours a week trying to support my children all alone. I qualify for no Medicaid or public assistance. However the children's father that is past due receives public assistance in another state. This feels like a injustice to me. He's a able body adult. So why are things like this allowed to happen? I encourage you to help Americans and all us hard working single parents push some type of legislation that could go to a higher level of govt to stop this injustice.
