Help States create PACE programs (Program of All-inclusive Care for the Elderly) in communities.

I recently had the frustrating experience of trying to find a PACE program (Program of All-inclusive Care for the Elderly) that serves people in my community. I was looking for a PACE program because my Mother health is failing. The program only serves those who would be eligible for nursing home care, yet more than 90 percent of those enrolled in PACE are able to stay out of a nursing home. One of the important things that PACE is able to do is coordinate all needed preventive, primary, acute and long term care services for those enrolled. I understand that PACE is mostly paid for by payments from the Medicare and Medicaid programs. I feel it would save money and give seniors a better quality of life. Is there anything you can do to help me make PACE available to all our older citizens?
