As a lifelong chicagoan, it pains me to see crying mothers and fathers on TV every night because their son or daughter was shot and killed. August 2016 was the deadliest month in Chicago since October 1997. 90 people were murdered and there were a total of 472 shot. It's time to declare a state of emergency in Chicago.
