Help students lower the costs of rising student loans in the United States

We would like to see the White House help propose a program called "Hours for Dollars" that would help students lower their student loan balances. The program entails citizens with student loan debt volunteering for civil service in various capacities (from volunteering at state parks to road work...think public works) to shave off student loan balances. A student would have the opportunity to volunteer hours (my proposal is 1 hour = 100 dollars with a maximum of 10 hours weekly a person can volunteer). This would benefit the students who are strapped with mounting student loan debt while also helping better our country and have active and participating citizens.
