Empty the prisons twice a year and dump them in said country that is in major conflict. This will help our current infrastructure and save a lot of money against the deficit. On the other hand, said country in major conflict gets recruits for there rebel cause. Said prison release's are not able to return to the US after and become the other countries problem.
