Help those with good credit and not late on mortgage payments get mortgage forgiveness relief

Most programs for mortgage relief, financing, etc. target those who are most in trouble. Meanwhile, the bread and butter of our society are hardworking Americans who have not fallen behind on their payments and still have good credit, but can't refinance because of falling property values which make refinancing impossible. Create legislation for mortgage relief for these good customers, because banks have no interest in helping these customers since they are reliable monthly payors.
