help those who can not afford health insurance get health insurance through the state

It is so hard for americans to get health care even if they are on welfare, and even though there are ways to get health care not everyone can afford it. I live in Ohio and in Ohio if you do not have a good job that has health care through your job and you do not have children or a disability you can not get health care through the state. Ohio is in termoil and there are not many jobs and thousands are out of work and getting sick and in debt from going to the emergency room to get help because they have no health care. So I think that President Obama should allow the states to grant health care to those that are on welfare even though they may not have a child but only for a period of time until that person (s) can get stable.
