If states do secede from the Union, then the states must pay true American citizens sufficient relocation money to transfer to their country. This includes having each seceding state buy the American citizens' homes and businesses, finance moving operations for the American citizens, and supply two months' rent in the hotel of the American citizens' choice. If the seceding states are serious about deporting their non-citizens, then they should have no problem with this solution.
