We need strict laws that literally throw the book at animal abusers sending them to prison for 15-20 years for each offense. It's a proven fact that animal abusers escalate to abusing children and adults so this needs to be stopped in its tracks. It is long over due. We also need an "Animal Offenders" list to identify those people.
