Helping people who were adopted by U.S. citizens during the Vietnam War find there "real" parants.

There were many children that were blessed and literally saved from unknown futures during the Veitnam War by being adopted by american citizens. I am one of those Blessed childeren. Recently my father told me I was adopted, I am 41 years old. From what I have tried contacting the state sensus office as well as county and state court houses to locate my original birth certificate. I even contacted the main regional passport of for my state and I was told I needed to contact the U.S. Ebassy in S.Korea. I paternal father passed shortly after I was born. My paternal mother i believe is still alive according to my father. I just need to be directed in the right direction. I have a right to know who my paternal parants were. Thank you
