Clean up the oceans,by using the off season factory fishing ships to bring the refuse from the garbage patches,bring it back to shore for recycling and if nets become damaged due to the refuse retrieval,replace the nets for each ship that participates at government expense,the money will be available from closing the space program,we need to terraform this plant first and have foreknowledge of the correct way to live with our planet before we make the jump to space .
