The Department of Education should develop a program structure enabling local school districts to create assocciate degree programs in high school. Also develop a three year bachelor degree.
The program should combine vocational and liberal arts learning. The liberal arts portion should focus on different ways of evaluation of outcome to increase participation.
Certificates for entry into vocations and job work experience should be a part of the program.
Students should be able to train for multiple job opportunies.
A continuing education portion of the program should be developed for adults, allowing for earned credits yearly after initial schooling for current or future education.
