Tax all dark fiber by the foot. Claw back these incentives and implement a transaction tax on high frequency trading, With this fund create partnerships with companies to build out rural area networks and all other underserved communities. Also create a subsidy for low income users.
When this network is complete we are given 5 years create and implement internet voting in all elections.
