The outside company will identify the reason for the department and the customer (people served by the department) requirements. The recommendations must cut 25% overhead without reducing service. The first year savings can be used to implement the change. The recommendation is open to the public with no editing (except for national security reasons).
We the people know that government has not looked on cutting costs. Just look at the news stories on travel and conference over expenses. Time to trim the overhead.
