Hire more social workers to lower case overloading, worker fatigue, and poor care / oversights

Social workers are overworked and underpaid. The sheer number of cases assigned to a single social worker makes overlooking needs of children or missing unacceptable family situations likely, as well as contributing to worker burnout. Require states to hire sufficient numbers of social workers, limit how many cases a worker may carry at once, and provide monetary support to state social workers from the federal government.
