In a Jay Leno interview, Obama did say that in light of the incident of leaks with Edward Snowden, he has asked the White House staff to look at ways of reducing the number of contract employees employed by federal agencies.

A possible answer would be to hire our veteran population. Many of our veterans our unemployed or underemployed. They do not understand the civilian life. What they do understand is the federal government, and many have an undying loyalty for the nation. Many, but not all, civilian contractors and employees are receiving a paycheck for inadequate work.
