As the past several years have shown, Congress is habitually unable to pass a budget, let alone a balanced budget in a timely manner. This has created a state of constant looming crisis for our nation's economy that has downgraded our credit rating and created repeated market slides.
In an effort to encourage our elected officials to routinely work togethor on creating balanced budgets, the White House should push for Congress to enact legislation that will withold 10% of pay for elected officials in the Legislative and Executive branches in escrow. This pay held in escrow should be payable in full if a balanced budget is passed by 30 September annually, or payable in part if an unbalanced budget is passed by 30 September annually.
