To withhold all funding, military, domestic, and humanitarian, until declaration and compliance are yielded. This will be following precedence as has been shown with Cuba, Palestine, and Iran. Unfreeze aid when the US, International Atomic Energy Agency, and other approved/necessary bodies clear the nation as being upfront and open with their nuclear capacity and intent.
