Hold all schools accountable for Medicaid Fraud, when services are not being rendered for Self-Contained Departmentalize

Our special education students, who have been placed as Self-Contained Departmentalized are in the regular classroom less than 40% of the time, according to Bulletin 741. Also, according to Bulletin 741 under related services, a highly qualified second special education teacher is provided in that same classroom with that student, but funds are disbursed by medicaid. These services aren't being provided in some Louisiana Schools. Some of our schools are committing Medicaid Fraud in Louisiana and this situation is hurting our Special Needs Children with traumatic brain injury and more moderate to severe.
