To hold all states that pay for families to adopt children responsible;to decrease child abuse and trafficking.

Some states provide a subsidy for families that adopt children. some families abuse this provision by not providing proper healthcare and mental healthcare for the children. They live off the subsidy and provide only the basics for the children. Most of these children have special needs and come from abusive back ground. Some children are not sent to school on a regular basses At times these children complain of sexual abuse nothing is done. These children have human rights there should be more rules screening and training before adaption. We do not want children in large institution and we do not want them in small institution that prepares them for prison.
