Hold House and Senate to include Obama's pay on hold until they actually pass a Budget. This way hopefully they will work together as one and Obama need to get his hands dirty so that he understands what actually goes into creating a Budget. Since Obama took office he has not showed a Budget just promises and at that broken promises.
