Require a federal budget to be passed by both houses of congress for each fiscal year of no greater than 90% of the preceding year's federal revenues with the penalty that if no budget is not passed all seats in both houses are up for re-election at the next voting cycle, and all sitting members of both houses may not run for re-election for a minimum of three presidential election cycles.
