Proposed Amendment:
Beginning with the ten year fiscal period 2016 to 2025 and the election in 2026 no member of the House of Representatives or Senate may stand for reelection if they have continuously held office during a ten year period during which Federal expenditures exceeded Federal revenue by more than two percent. Eligibility shall return after one term out of office.

In the event of a declared war any increase in defense expenditures to prosecute the war shall not count as expenditures toward the two percent threshold.
