Require by law that the Congress and the President must pass and enact the federal budget by 1 October for the new fiscal year. If the budget is not passed by 1 Ocxtober then the majority and minority leaders of the house and the senate are to be immediatly fired without severance pay or benefits. Also the President must be impeached for dereliction of duty for not leading country.
