The Congress should have to take a 10% pay cut and the monies should be divided into the budget for education and welfare. Our suffering American children, students, retired, and disabled vets should never be without. For every time a budget is not passed in time Congress also shall not be paid, or reimbursed, and they will take a 1%cut if the government shuts down at all
