The epidemic of gun violence in our country requires action by Congress to pass strict and comprehensive gun control, yet it persists in failing to even take up the issue. Article II, Section 3 of the United States Constitution empowers the President to convene both houses of Congress on "extraordinary Occasions" to take up exigent legislation. Our national crisis of mass shootings is such an occasion, and warrants the President exercising his Constitutional power to reconvene Congress immediately each time it seeks to adjourn without addressing this problem.
