Hold congressional leaders responsible for their actions through a Constitutional Amendment.

There should be a Constitutional Amendment declaring that any congressman or senator who has less than a 30% approval rating in January (except those newly elected in the most recent election) have to run for re-election in the following general election in November, regardless of how many years are left on their current term.
Congressional leaders would then have to work for the good of the people throughout their term, rather than doing as they please until election year and then funneling money into their own state to gain favor with their voters, as they currently do.
Congressional leaders are elected to serve the will of the people, not their own interests and the interests of special interest groups. If they fail to do so, the people should have a means to remove them from office.
