Hold an election on "Limiting a person to a maximum of two terms as congressmen or senator on the federal level"

I would like the White House to hold a national referendum on limiting the number of terms a person can hold federal office, congress or senator, to a maximum two terms! This should be a legally binding vote that becomes law of the land if it passes.
