HSBC and its culpable employees should not be allowed to buy their way out of criminal prosecution. This land was not founded on such principles and allowing egregious breaches in security like violating the Bank Secrecy Act and the Trading with the Enemy Act should lead unquestionably to criminal prosecution. The reaction of the US federal government to settle with white collar criminals instead of prosecute secures the notion that wealthy Americans and foreign parties can buy their way out of the US Criminal Justice System. This is a breach of national security and a matter of civil justice. The president and the US government must hold criminals accountable no matter how much money they earn. TOO BIG TO PROSECUTE IS INEXCUSABLE.
