Hold Tax Preparation businesses responsible for Rapid Refunds which they dole out to fraudulent recipients, which are later found out to be identity theft. There needs to be an end to Rapid refund for this reason, if they are not held financially responsible. The American tax payers do not need to be footing the bill for these criminals who take advantage of rapid refund with fake documents.
