The IRS should be heal responsible for the mismanagement that is causing the refund delays in recent years. They have a whole year to test the system before tax time yet still there is always an issue. This is an outrage and whomever is in charge should be replaced with someone competent. Also the ones owed a refund that is delayed because of the IRS errors should be payed interest just like we the people would have to if we delayed our tax filling. Many lower income people need this money now.
