We, the undersigned, petition the Obama Administration to put a colony on the Moon. If I am not mistaken, NASA announced a plan in 2004 to place a permanent colony on the Moon. The "Outer Space Treaty" of 1967 states that "outer space, including the Moon and other celestial bodies, is not subject to national appropriation by claim of sovereignty, by means of use or occupation, or by any other means." However, anything we put up in space is ours. So by this logic, building the colony on the Earth, and then sending it up there would not be a violation of the Treaty. Proposing this to Congress might be tough, but then again the Republicans will oppose you for "Make an official peace deal between the Korean Nations act". But then again, maybe they will support you. They likely won't. Who knows
